Program Manager - People & Organization Transformation (m/f/d)

PSI is embarking on a significant business transformation initiative, and we are looking for an experienced and results-oriented Program Manager to join our People & Organization (P&O) team. This is a critical, hands-on role responsible for leading and executing a complex, multi-phased transformation program with a focus on German market.

You will take full ownership of the program, from planning to execution, ensuring the successful delivery of a new target operating model, the harmonization of employment conditions, and the transformation of the People function itself. This role requires an immediate start to drive the most critical activities through the next several months, with the full program extending over 18-24 months. We are open to various forms of collaboration and duration of engagement.

Key Responsibilities:

• Program Leadership & Execution: Lead the end-to-end delivery of our P&O transformation program, ensuring all milestones and objectives are met on time and within scope.

• Operating Model Implementation: Drive the execution of a new target operating model, including organizational rightsizing (RIFs), and other optimization measures.

• Labor Relations & Harmonization of Employment Conditions: Oversee the implementation of harmonized works agreements concerning employment conditions, ensuring full compliance with German labor law.

• Stakeholder Management: Act as the key liaison between HR leadership, business stakeholders, and Works Councils. Manage communications effectively to ensure alignment and manage expectations across all levels of the organization.

• Project Governance: Apply a structured project management methodology to track progress, manage dependencies, and proactively identify and mitigate risks and issues. Provide regular, clear updates to the leadership team.

• HR Systems & Automation: Partner with technology teams to manage the upgrade and integration of HRMS / HR systems that support the transformation.

Phase-Specific Responsibilities:

• Phase 1 (Immediate Focus): Execute reduction in force (RIF) and optimization measures, tasks related to offices consolidation, implementation of new and harmonized works agreements.

• Phase 2: Support the long-term transformation of the People function to align with the new business structure.

Qualifications that inspire us

• Experience: 7-10 years of progressive experience in HR, management consulting, or a similar role, with a proven track record of leading large-scale HR transformation programs in Germany.

• German Labor Law: Knowledge of German employment and labor law, with specific, hands-on experience managing downsizing/RIF processes and social dialog with Works Councils.

• Project Management: Demonstrated mastery of project management principles. PMP or PRINCE2 certification is highly preferred.

• Technical Skills: Knowledge / experience with HRMS/HR systems (e.g., Workday, SAP SuccessFactors) and an understanding of HR technology-enabled processes.

• Language: Fluency in both German and English is mandatory.

• Stakeholder Influence: Exceptional communication, negotiation, and stakeholder management skills, with the ability to influence and build trust in a complex matrix organization.

• Mindset: A true ownership mentality with the ability to work independently, navigate ambiguity, and drive results with a strong sense of urgency.
